California Architects Board Suspends CIDP Requirement for Licensure – 6/17/11

There is a crisis in the architectural profession: the number of individuals being licensed is lower than the number “expiring” each year. While the architectural education remains valuable to other industries, architectural school graduates continue to leave for other professional opportunities. Whether this is solely a function of salaries, or other factors, there is consensus that the licensure process is arduous. It is time consuming, expensive, and replete with administrative requirements.
In California, an additional requirement was adopted in 2005 requiring “evidence” in specified IDP skill and application areas. Comprehensive Intern Development Program (CIDP) was originally developed to enhance and strengthen the internship experience and to improve the intern/supervisor relationship through discussions about the evidence documentation.
Prior to adopting these programs in 2005, the California Architects Board (CAB), the licensing authority for the profession, had identified some concerns about IDP (i.e., role of IDP supervisor and mentor; competency assessment; experience alternatives; training areas and settings; IDP entry point; duration requirements; and IDP reporting). In light of the numerous improvements to IDP since 2005 (culminating in the complete implementation of IDP 2.0), CAB and its Professional Qualifications Committee re-evaluated its intern development requirements earlier this year.
At its June 16 meeting, the CAB voted to discontinue the CIDP requirement, which will require a regulatory change approved by multiple control agencies. CAB is currently expediting the regulatory changes and will notify all affected candidates once final approval has been obtained. In the interim, CIDP is required until the regulatory change is approved and codified. The AIACC will also continue to follow this discussion and assist candidates for licensure during this period.

2011 Jason Pettigrew Memorial ARE Scholarship Nominations Open

Completed nominations and applications are due Friday, April 8, 2011, 5:00 pm EDT

The AIA Center for Emerging Professionals has opened the nominations for the 2011 AIA/NAC Jason Pettigrew Memorial ARE Scholarship. The NAC established this scholarship in honor of late friend and colleague Jason Pettigrew, who was committed to professional development and community service. The scholarship recognizes the significant contributions of interns at early stages in their careers and encourages them to complete the licensure process by defraying costs associated with the Architect Registration Examination (ARE).

To be eligible, a nominee must be an Associate AIA member, an NCARB Record holder, or a person who has passed one or more divisions of the ARE but has not passed all divisions.

For full eligibility rules, award criteria, and application procedures, visit the scholarship Web page. A committee of distinguished professionals will select the recipients, who will be honored at the Emerging Professionals Reception at the AIA National Convention in New Orleans.

About Jason Pettigrew

Jason dedicated much of his time towards the development and growth of others and was committed to community and professional service through the AIA. He touched many lives through his engagement and AIA leadership roles at the local, state, and national levels. As a member of the first NAC Executive Committee, Jason was instrumental in the formation of the NAC. He also served multiple years as an intern representative to the IDP Coordinating Committee and contributed to the development of the AIA Emerging Professionals Companion released in 2004.

On May 14th 2010, AIASJ Launched their first Emerging Professionals site tour. This program allows the Emerging Professionals to bring their mentors and tour a job site that is currently in construction and is designed by a local AIA Architect. Art Dyson, AIA had volunteered his time and took the Emerging Professionals and their mentors on a tour of the University High School which is located at the California State University of Fresno. The interns and their mentors had the opportunity to walk the site and see the campus in mid-construction. It enables the interns to ask questions and receive answers from either the Architect who designed the building and or their mentors. Don’t miss this great new event. The AIA Young Architects Forum (YAF) and the AIA Committee on Design (COD) invite architects, students, and allied design professionals to submit sketches to the international 2010 YAF/COD Ideas Competition: Temporary/Permanent Relief Housing. In this year’s unique sketch competition, submitters are asked to explore the issue of temporary relief housing that could have a permanent function, through a concept design problem.
Submission
Entries will be submitted electronically through an online submission site. Submissions will consist of drawings and renderings presented in PDF format. All materials must be uploaded through the submission site before by 5pm ET on May 10, 2010. **The link for beginning a submission will be found here as of April 1, 2010 when the site goes live for submissions.

Challenge
Design temporary relief housing for refugees from natural or other disasters using sustainable strategies and following the Living Building Challenge. The proposed solutions should provide housing for approximately 500 displaced families as well as the necessary support services.
While successful site adaptability is a key goal and criterion for this Competition, the specific site to demonstrate the solution consists of approximately 200 acres. It includes the Astrodome and the surrounding parking lots. Entrants may include modifications to the structure of the Astrodome in their proposal, may allow the Astrodome to remain untouched and focus solely on the surface parking areas, or may have some combination of the two. Individual entries may focus their solutions on the provision of either temporary or permanent housing. Entrants are encouraged to address issues of uncertainty associated with either types of housing and with temporary solutions that become permanent.
Recognition
Winners will be announced and will have their work exhibited at the 2010 AIA National Convention in Miami June 10–12. Selected entries will be displayed on the AIA Web site.

In response to comments received in the CSE Candidate Exit Survey, the California
Architects Board is pleased to provide you with the following information regarding the
oral format California Supplemental Examination and makes the following
recommendations:
1. Do your own research. The Board encourages you to do your own research on the
content of the examination based upon the Test Plan. Increasing numbers of
candidates are participating in examination preparation seminars and though the
Board does not endorse or review examination preparation seminars, it has become
aware of seminar answers that are incorrect. Developing your own knowledge,
based upon your education, research and experience will serve you better than
cramming.
2. Use the resource list the Board provides. The list is comprehensive and candidates
are expected to show that they can apply conceptual knowledge of those resources
as they relate to specific practice‐based scenarios. Take a holistic approach in your
studies with the goal of understanding concepts and processes. The CSE is not a
quiz on discrete elements (i.e. specific “chapter and verse”) of the documents.
3. Understand the format of the oral examination. The CSE is not like most other
examinations and understanding the characteristics of the testing environment, e.g.
panel, process, and protocol will be helpful.
4. Relax. (As much as possible) The Board, the Commissioners and the Proctors
understand the importance of the examination to you and are sensitive to the stress
associated with the process. During the examination, focus on the question and use
your own experience and knowledge to demonstrate your understanding of the
concept or process raised by the question.

California Architects Board Votes to Eliminate Oral Format of California Supplemental Exam
Acting on the recommendation of the California Architects Board’s (CAB), Examination Committee, the CAB Board voted unanimously to eliminate the California Supplemental Exam (CSE) in its current oral format, and will now begin the process to transition to a written examination format.
The recommendation from the Examination Committee was based on a number of considerations ranging from The AIACC’s own concerns regarding low candidate pass rates and support for the format change. Other concerns where the Joint Legislative Sunset Review Committee’s (JLSRC) continuous inquiries regarding the oral format (as far back as 2004 the JLSRC had recommended that the CAB assess whether a written exam could maintain all standards of validity and test for minimum competency), and, perhaps most significant, the recent change in the CSE format which implemented examination questions being presented to candidates in written format during the exam.
The immediate benefits of this change will be an increase in the administrations of the CSE, a significant reduction in the CSE fees, a much more defensible exam, and expansion of the CAB’s capacity to serve candidates.
The CAB anticipates the written examination will be developed in 2010, administered in 2011, and will be provided via 13 computerized test centers throughout California, as well as 10 additional sites located throughout the US. It will be in a multiple-choice format.
